Εξαφανίσεις και απαγωγές ανήλικων παιδιών
Η Πρόεδρος του «Ιδρύματος για το Παιδί και την Οικογένεια», κυρία Μαριάννα Β. Βαρδινογιάννη, συμμετείχε στο διεθνές συνέδριο με θέμα τις «Εξαφανίσεις και απαγωγές ανήλικων παιδιών», που πραγματοποιήθηκε με πρωτοβουλία του «Ιδρύματος για την Παιδική Ηλικία» και της «Interpol», στις 30 και 31 Μαρτίου 1999 στην Λυών της Γαλλίας.
Για πρώτη φορά μη κυβερνητικοί φορείς απ’ όλο τον κόσμο που εδώ και χρόνια ασχολούνται με το ανησυχητικό φαινόμενο των εξαφανίσεων παιδιών, καθώς και εκπρόσωποι των αστυνομικών και δικαστικών αρχών και των μέσων μαζικής ενημέρωσης, συγκεντρώθηκαν για ν’ ανταλλάξουν τις εμπειρίες τους, σχετικά με τις διαδικασίες έρευνας, για την ανεύρεση των θυμάτων, αναγνώρισης κι εντοπισμού των δραστών και μέτρων πρόληψης αυτών των εγκληματικών ενεργειών.
Σκοπός του συνεδρίου, ήταν να ανοίξουν οι απαραίτητοι διάδρομοι εργασίας και συνεργασίας όλων των αρμόδιων φορέων, να κινητοποιηθεί όλο το ανθρώπινο δυναμικό, συμπεριλαμβανομένων και των απλών πολιτών, με αποτέλεσμα την ουσιαστική προστασία των παιδιών σε όλο τον κόσμο.
Στο πλαίσιο του συνεδρίου έγινε και η παρουσίαση της έρευνας που πραγματοποίησε το «Ευρωπαϊκό Γραφείο για τα εξαφανισμένα και κακοποιημένα παιδιά» σε 6 χώρες της Ευρωπαϊκής Κοινότητας, με θέμα : «Ποιος κάνει τι σχετικά με τα παιδιά που εξαφανίζονται».
Στην έρευνα αυτή συμμετείχε και το «Ίδρυμα για το Παιδί και την Οικογένεια», που είναι ο μόνιμος εκπρόσωπος του «Ευρωπαϊκού Γραφείου για τα εξαφανισμένα και κακοποιημένα παιδιά» στην Ελλάδα, παρέχοντας όλες τις πληροφορίες, τα στοιχεία και τις παραμέτρους που αφορούν την ελληνική πραγματικότητα.
Η συνάντηση της Λυών διερεύνησε 4 μεγάλες ενότητες: Αστυνομία, Δικαιοσύνη, Μη Κυβερνητικοί Οργανισμοί, ΜΜΕ.
Οι σύνεδροι που συμμετείχαν σε κάθε μια από τις ενότητες αυτές παρουσίασαν τις δραστηριότητες τους, τις μεθόδους και τις πρακτικές τους, επεσήμαναν τα προβλήματά και τις δυσκολίες που αντιμετωπίζουν, και πρότειναν τρόπους συνεργασίας όλων των εμπλεκόμενων φορέων και ατόμων.
Συνοπτικά, σχετικά με τις εργασίες του συνεδρίου, αξίζει να σημειωθεί, ότι όλοι οι σύνεδροι έκριναν αναγκαίο:
α) Να προσδιοριστεί ο ρόλος κάθε μιας από τις αρμόδιες υπηρεσίες, δημόσιες και ιδιωτικές, ώστε να μεγιστοποιηθεί η αποτελεσματικότητα τους,
β) Να τεθούν οι βάσεις για τη λήψη πρακτικών μέτρων ώστε να παρέχεται άμεση βοήθεια στα θύματα και τις οικογένειες τους,
γ) Να επιτραπεί στον Τύπο να γίνει ένας απαραίτητος «συνεργάτης» στον τομέα αυτό.
δ) Να εξεταστούν οι δυνατότητες συνεργασίας όλων των εμπλεκομένων, ώστε η έρευνα για την ανεύρεση των εξαφανισμένων παιδιών να έχει κάθε φορά αίσιον τέλος.
Υπογραμμίστηκε επίσης ότι «η ταχύτητα και η αποτελεσματικότητα με την οποία οι πολίτες και οι ιδιωτικοί φορείς ενεργούν, επηρεάζει άμεσα τις πιθανότητες της εύρεσης των χαμένων παιδιών και της σύλληψης των εγκληματιών».
Ανάμεσα στους εμπειρογνώμονες που πήραν μέρος στο συνέδριο υπήρχαν και προσωπικότητες διεθνούς κύρους, όπως ο κύριος Ραίημον Κένταλ, Γενικός Γραμματέας της «Interpol», η κυρία Ζισκάρ ντ’ Εστέν , Πρόεδρος του «Ιδρύματος για την Παιδική Ηλικία», ο Ξαβιέ Ντελκρός, Πρόεδρος του «Ευρωπαϊκού Γραφείου για τα εξαφανισμένα και κακοποιημένα παιδιά», ο Στέφαν ντε Κλέρκ, πρώην Υπουργός Δικαιοσύνης του Βελγίου, ο Σερ Πήτερ Σίνγκερ, Δικαστής του Ανώτατου Δικαστηρίου του Λονδίνου, η κυρία Μαρί Πωλ Πουαλπό, Μαρί Ρόμποργκ, και ο Φρανσουά Μπρινγκέ, του «Ιδρύματος για την Παιδική Ηλικία, ο Καθηγητής Αντρέ Μποσάρ, η Ανιές Φουρνιέ και ο Έργουιν ντε Βιτ, από την Interpol, η Ιταλίδα Δικαστής, κυρία Σαντιγκά, ο Εμανουέλ Ροζέ-Φρανς, συντονιστής του προγράμματος του Ευρωπαϊκού Γραφείου, η Μαντλέν Ρεζεν, σύμβουλος της Καναδικής Πρεσβείας, ο κύριος Λε Σαζ του Υπουργείου Εξωτερικών του Καναδά, ο Ζαν Λουϊ Σερέρ, Πρέσβης Καλής Θελήσεως του «Ιδρύματος για την Παιδική Ηλικία», κ.α.
