"SEXUAL ABUSE OF CHILDREN
AND PAEDOPHILIA ON THE INTERNET"

The "Foundation for Child and FamilY", in the context of its participation in the UNESCO program for the "Protection of children against Paedophilia on the Internet" organized in the Athens Music Hall, on the 2nd and 3rd of December 1999, a European Conference on "Sexual abuse of Children and Paedophilia on the Internet".
Many representatives of international and European governmental and non governmental organizations, as well as researchers and specialized scientists, participated in the Meeting in fields such as justice, police, psychology, technology etc, and presented new evidence, documented researches and proposals regarding the problem of sexual abuse of children, child pornography and paedophilia on the Internet.
A commonplace for all the speakers was the complexity of the problem because, on one hand, as they explained, it is composed by a number of factors and on the other hand its solution is very difficult. photo The silence surrounding the crime leaves the victims completely unprotected. As it was reported, the number of rapes against minors denounced is not superior to 6%. The inadequate legislation leaves the victimizers unpunished. Rumania is a characteristic example, as until today there has never been a legal definition for sexual assault against minors. The speakers pointed out that poverty, migration and social reclusion intensify the problem. As it has already been reported, during the period 1997-1998, it is estimated that almost 6000 under age girls from Albania were obliged to migrate to Greece and Italy, while most of them ended up in prostitution. Furthermore, the lack of information of the public regarding the size of the problem constitutes another unfortunate parameter. During recent years, the public opinion became more sensitive and there is a tendency to undertake drastic initiatives for the solution and prevention of this crime. But today, because of the Internet, which is the dominant future medium of communication, innocence is even more threatened as the content of more than 40.000 sites is children pornography, or these sites play the part of traps artistically set against children by all kinds of criminals. The conclusions of the conference were the following:

  • The crime of sexual assault against children is today a universal phenomenon; it is committed through a universal medium and needs universal methods of confrontation.
  • In order to face the problem, we need international cooperation.
  • The activation and mobilization of the citizens is necessary and the part played by non-governmental organizations is essential. Besides, the citizens' movements and initiatives come first when compared with those of the centers of decisions.
  • Only if society upgrades and redefines the image it reserves for children will things change for the best.
